Cashmere Primary School

Scope and Scale 

The project was a masterplanned upgrade of the entire school in response to the MOE’s Christchurch Schools Rebuild Programme. HRS was invited to tender and won this project under the MOE’s Construction Services Panel arrangement. (HRS was required to qualify for the panel). Continuation of the appointment to the panel (and future projects) depended on HRS performance.

Scope includes;

  • Demolition of 3 (CBUS) relocatable

    classrooms

  • Construction of a new 1,000m2

    two-storey classroom block, including lift and air conditioning system.

  • Major renovation of classroom blocks Kapuhi, Parua, Manuka, Kanuka and admin block. 

 

Performance 

Staged construction in an operating school included 4 different Certificates of Public Use (CPU) and consent in three separable portions. Constructing in an operational school required specific leadership, cooperation and coordination with school representatives regarding safety, access and communication of activities. Regular updates and daily communication kept all parties informed (including curious school children) of progress, shared access hazards, and notification to decant for access to 5 separate renovations.

The nature of the high and sloping site required management of wind hazards, and large excavation being supported by effective sediment control plans. The installation of a retaining wall (3.5m high) further restrained the site, requiring innovative craneage and delivery solutions.

HRS restaged the programme for the renovation of the existing buildings resulting in an earlier hand over of the project as a whole. 

 

Programme: Completed ahead of programme despite increased scope  

Health and Safety: Nil major incidents, serious harm or lost days

Budget: Maintained in accordance with provisional sums and increased scope.
